Earnings responses to disability insurance stringency / Sílvia Garcia-Mandicó in Labour economics, vol. 66 (October 2020)

HANDICAPE ; POLITIQUE SOCIALE ; REVENU ; TRAVAILLEUR HANDICAPE ; CHEMINEMENT PROFESSIONNEL ; SALAIRE ; PAYS BASRésumé : Accurate assessment of earnings capacity is critical to the efficient operation of disability insurance (DI) programs. We use administrative data on the universe of Dutch DI recipients to estimate employment and earnings responses to reassessment of their earnings capacity under more stringent rules. We estimate that reassessment of recipients aged 30–44 removed 17 percent from the program and reduced benefit income by 20 percent, on average. In response, employment increased by 6.7 percentage points and earnings rose by 18 percent. Recipients were able to increase earnings by € 636 for every € 1000 reduction in DI benefit. This earnings response was strongest from those with more subjectively defined disabilities and a shorter claim duration, as well as younger and female recipients. We do so by using worker-level PIAAC data to account for task heterogeneity within occupations. Our contribution is threefold: First, we compute abstract, routine and manual task measures that are found to be well-validated visa-vis previous research. Second, we estimate task prices, and find that a one-standard-deviation increase in abstract tasks is related to a 3.3-log-point wage premium, whereas there is a 2.6 to 2.9-log-point wage penalty for each standard deviation of routine (manual) tasks. Development factors and labour market institutions, particularly union coverage and strictness of employment protection legislation, seem to play a role in the differences in all three task prices. For this purpose, we administered a series of experiments during the final exam of a university course. We confronted three cohorts of undergraduate students with a set of bonus questions and the choice between an absolute and a tournament grading scheme for these questions. To test the moderating impact of task difficulty, we (randomly) varied the difficulty of the questions between treatment groups. We find that, on average, women are significantly less likely to select the tournament scheme. However, the results show that the gender gap in tournament entry is sizable when the questions are relatively easy, but much smaller and statistically insignificant when the questions are difficult. The purpose of this study was to develop a typology of how school leaders foster collaborative teacher learning. We adopted an integrative perspective on leadership by examining both learning‐centred leadership and distributed leadership practices that are supportive of collaborative teacher learning. Data were gathered by means of interviews with ten school leaders and a questionnaire that was completed by 39 teachers from six secondary schools in the Netherlands. The aim of the interviews was to identify to what extent school leaders applied learning‐centred leadership and distributed leadership practices. The questionnaire measured teachers' perceptions of the role of school leaders in teacher learning. As an outcome of this study, we constructed a typology that provides insights into how school leaders foster collaborative teacher learning. Four types of school leaders were distinguished: (a) integrators of teacher learning, (b) facilitators of teacher learning, (c) managers of teacher learning, and (d) managers of daily school practice. Our findings suggest that integration of learning‐centred leadership and distributed leadership practices can help school leaders to support collaborative teacher learning.
