Résumé :

This working paper synthesises findings from Cedefop’s project ‘The shift to learning outcomes: rhetoric or reality?’, examining implementation across 10 European initial vocational education and training (IVET) systems. Although learning outcomes are embedded in European VET policy, evidence of their influence on teaching, training and assessment remains limited. The paper examines stakeholder engagement with learning outcomes, the factors shaping their implementation, and their translation from policy intentions into practice and learner achievement. Findings show that this translation is shaped by the interaction of conceptual, political and structural factors, with practitioner capacity, professional judgement and autonomy mediating how learning outcomes are interpreted and applied within institutional cultures and governance arrangements. Implementation at institutional and practitioner levels remains uneven and non-linear, with more mature systems showing greater coherence. The paper concludes that successful implementation requires the professional capacity to interpret and apply learning outcomes, learner engagement, supportive pedagogical and institutional conditions, and governance that enables stakeholder participation.
