| Résumé : | This Cedefop Insight proposes six policy pointers to support the implementation of learning outcomes-based approaches in initial vocational education and training. Drawing on evidence from 10 European countries, it examines the factors influencing the transformation of intended learning outcomes, as defined in curricula and policy documents, into achieved learning outcomes demonstrated by learners. The analysis highlights the importance of balancing policy coherence with implementation flexibility, fostering professional dialogue, providing accessible implementation support, strengthening practitioner capacity, using quality assurance as a driver of improvement, and promoting responsive governance. Together, these policy pointers emphasise that learning outcomes implementation is not a linear or purely technical process but a systemic transformation requiring coordinated action across policy, institutional and practitioner levels |
