From 2006 onward, all firms paid for maternity protection by contributing to the statutory health insurance system, where the contribution depends only on the number of employees and their wages and is thus independent of gender and age. This had been the regulation for small firms already before the reform. Using data from linked employer-employee administrative records, we provide evidence that the reform was followed by an increase in female relative wages within large firms. This reform effect provides evidence for statistical employer discrimination in the pre-2006 setup. The authors present a large-scale randomized controlled trial of a youth training program, estimating effects six years after random assignment from a representative sample of more than 3,200 youths. The intervention is prototypical of training programs worldwide and is implemented at scale in the Dominican Republic. Empirical findings indicate, on the one hand, significant effects on formal employment, particularly for men, and on earnings for both men and women in Santo Domingo. They estimate policy effects for the short run (first two years after childbirth) as well as for the medium run (that is, three to five years after childbirth). Although the results confirm the evidence from previous studies for the short run, pronounced patterns emerge for the medium run. First, effects on mothers’ employment probability are positive, significant, and large, ranging up to 10%. These gains are driven primarily by increases in part-time employment and working hours but also by full-time employment for high-income mothers. Moreover, mothers return to their previous employers at significantly higher rates, and employers reward this by raising job quality. HartzRésumé : Having faced high unemployment rates for more than a decade, the German government implemented a comprehensive set of labour market reforms during the period 2003-2005. This paper describes the economic and institutional context of the German labour market before and after these so-called Hartz reforms. Focussing on active policy measures, we delineate the rationale for reform and its main principles. As preliminary results of programme evaluation studies post-reform have become available just now, we give a first assessment of the effectiveness of key elements of German active labour market policy before and after the Hartz reforms. The evidence indicates that the re-organisation of public employment services was mainly successful, with the exception of the outsourcing of services. Re-designing training programmes seems to have improved their effectiveness, while job creation schemes continue to be detrimental for participants' employment prospects. Wage subsidies and start-up subsidies show significantly positive effects. On balance, therefore, the reform seems to be moving the German labour market in the right direction."
